PECB Summer Sale 2026 — Terms & Conditions

1. Definitions
Promotional Campaign: the price reduction campaign organized by RQM CERTIFICATION SRL on rqmcert.ro, aimed at stimulating sales during the Campaign period, July 1, 2026 at 00:00 (GMT+3) – August 31, 2026 at 23:59 (GMT+3).
Discount: a 25% reduction applied automatically per eligible product at checkout during the Campaign period, calculated against the reference price as defined in Section 5.
Participant: any individual or legal entity that purchases at least one eligible PECB course on rqmcert.ro during the Campaign period and meets the prerequisite conditions for that course, where applicable.
Eligible Product: any PECB certification course listed under the PECB category on rqmcert.ro at the time of purchase, with an active “Add to Cart” button.
2. Organizer
This promotional campaign is organized by RQM CERTIFICATION SRL, with registered office at Strada Marginii Nr. 4, Corp A, Ap. 6, Timișoara, România, registered with the Trade Register under no. J35/2390/2020, CUI: 34221359, email: office@rqmcert.ro, phone: +40 356 173 020 (hereinafter referred to as “the Organizer”).
3. Campaign Period
The campaign runs from July 1, 2026 at 00:00 (GMT+3) to August 31, 2026 at 23:59 (GMT+3). Only orders placed and confirmed within this period are eligible for the promotional discount. Orders placed before July 1 or after August 31 are not eligible, regardless of when payment is processed.
4. Participation Conditions
Any individual or legal entity may participate in this Campaign by purchasing an eligible PECB course on rqmcert.ro during the Campaign period, subject to the following conditions:
- The order must be placed and confirmed between July 1 and August 31, 2026.
- Where a course has prerequisite certifications or experience requirements, the Participant is responsible for verifying and meeting those prerequisites before purchasing. Prerequisites vary per course and are listed on each individual course page.
- By placing an order during the Campaign period, the Participant confirms they have read and accepted these Terms & Conditions.
5. Reference Price
In accordance with Romanian law (OG nr. 99/2000) and EU Directive 2019/2161, the reference price for each discounted product is the lowest price at which that product was offered on rqmcert.ro during the 30 days prior to July 1, 2026. The reference price and the discounted price are both displayed on each product page during the Campaign period.
6. How the Discount Works
The 25% discount is applied automatically per product at checkout for all eligible PECB courses. No promotional code is required. The discounted price is visible on the product page and in the shopping cart before completing the purchase.
If a product already carries an existing discount applied prior to the Campaign, the 25% Summer Sale discount is calculated on top of the already-reduced price, on a per-product basis.
7. Course Delivery
All PECB certification courses are delivered online via Zoom. Upon completing a purchase, the Participant will receive session access details by email within 1 business day. Specific session dates, times, and schedules are indicated on each course page. The Organizer is not responsible for technical issues related to the Participant’s internet connection or device.
8. Right of Withdrawal
In accordance with OUG nr. 34/2014 on consumer rights in distance contracts, Participants have the right to withdraw from the contract within 14 calendar days from the date of purchase, without providing any justification, provided that the course session has not yet commenced.
To exercise the right of withdrawal, the Participant must notify the Organizer in writing at office@rqmcert.ro within the 14-day period, with the subject line “Withdrawal — PECB Summer Sale 2026”. Upon acceptance, the full amount paid will be refunded within 14 calendar days of receiving the withdrawal notice, using the same payment method used for the original transaction.
The right of withdrawal is forfeited once the course session has started.
9. Non-Transferability
The promotional discount is personal and non-transferable. Participants are expressly prohibited from offering, reselling, or transferring the discount or any benefit derived from it to third parties, whether commercially or otherwise, including through online auctions or third-party platforms. The Organizer reserves the right to cancel any order where such activity is suspected, without prior notice.
10. Limitations of Liability
The Organizer shall not be held liable for any of the following:
- Orders placed outside the Campaign period or that do not comply with these Terms & Conditions.
- Technical failures beyond the Organizer’s control, including hosting outages, payment processor errors, or the Participant’s internet connectivity issues.
- The Participant’s failure to meet course prerequisites.
- Any damages suffered by Participants in connection with the Campaign, except as expressly required by applicable law.
The Organizer reserves the right to cancel any order placed fraudulently, in bad faith, or in violation of these Terms & Conditions, without prior notice to the Participant. The Organizer is entitled to take all necessary measures in cases of fraud or attempted fraud affecting the Campaign.
11. Force Majeure
The Organizer is exempt from liability if the campaign is delayed or interrupted due to force majeure events as defined by Romanian law. In such cases, the Organizer will notify Participants within 5 business days of the event occurring, using the same communication channels as this document.
12. Complaints
Any complaints related to this Campaign must be submitted in writing to office@rqmcert.ro with the subject line “PECB Summer Sale 2026 — Complaint”, within 5 calendar days of the incident. The Organizer will respond within 10 business days. Any disputes that cannot be resolved amicably may be referred to the competent courts in Timișoara, Romania.
Consumers may also contact the National Authority for Consumer Protection (ANPC) at www.anpc.ro.
13. Modifications
The Organizer reserves the right to modify these Terms & Conditions at any time during the Campaign period. Changes take effect from the date of publication on rqmcert.ro. Participants are encouraged to review this page periodically.
14. Governing Law
This document is governed by Romanian law and applicable European Union consumer protection legislation, including OG nr. 99/2000, OUG nr. 34/2014, and EU Directive 2019/2161. Any disputes arising from this Campaign shall be resolved first through amicable discussion between the parties.
